Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of contrasting events captured the grim essence of the current period. By day, negotiation efforts are waged: hopeful statements are released from various governments. Significant resources is expended on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from Russian territory, a ability afforded by timely intelligence. From witness perspectives, defense planes that had been scrambled to counter approaching cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly becomes sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from ruin and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The 28-point plan from American leadership sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, no doubt, endure.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington operates on a premise understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unfeasible to compel Moscow to abandon the territory that it presently holds in Ukraine's south or east.
The issue is that while acknowledging this situation, US leadership does minimal to deter Moscow, through words or deeds, from believing that the situation will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but preventing a complete military breakdown until circumstances change in its benefit.
Present Conditions
Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
